Chetumal, Quintana Roo — In line with the humanistic and social justice vision of the government led by Governor Mara Lezama, the Quintana Roo State Mobility Institute (IMOVEQROO) consolidated a historic transformation in 2025 in the issuance of driver’s licenses and permits, placing people at the center and bringing public services to areas where they previously did not reach.
The head of the Institute, Rafael Hernández Kotasek, highlighted that during the year, a comprehensive service model was strengthened to guarantee access for all citizens, with more agile, secure, and modern processes.
Throughout the year, IMOVEQROO has issued 233,599 licenses, a figure as of December 16, 2025, reflecting high operational efficiency and the population’s trust in the service.
As part of institutional modernization, 2025 saw the consolidation of physical license issuance with enhanced security features, backed by real-time identity verification with the National Population Registry (RENAPO), which strengthens document certainty and prevents irregular procedures.
This linkage also allowed the reduction of the average service time from 20 to 10 minutes, a 50% decrease, directly improving the experience for users.
Complementarily, Quintana Roo advanced toward digital mobility with the implementation of the digital driver’s license, which has the same legal validity as the physical one, in accordance with Article 221 of the Regulations of the General Mobility Law of the State of Quintana Roo.
Starting June 23, 2025, it was implemented so that people with a valid state license could download their digital version using the QR code on the back and integrate it into Apple Wallet or Google Wallet, facilitating its portability and verification. This document incorporates a dynamic QR code, digital signature, and authentication seal, at no additional cost to citizens.
In the territorial proximity axis, IMOVEQROO significantly strengthened the Mobile License Caravans program, expanding its coverage from 60 to 78 communities, representing a 30% increase compared to 2024 and 36% more beneficiaries. This strategy allowed bringing the service to rural and hard-to-reach localities that historically had not been served.
“The objective is clear: that no person has to travel long distances to exercise their right to mobility. We are taking the service to where people live,” stated Hernández Kotasek, emphasizing that this public policy responds to a humanistic vision of Governor Mara Lezama that promotes territorial equity and social well-being.
Likewise, during 2025, the Institute signed 10 coordination agreements with municipalities, allowing citizens to complete their license procedures in their own municipality.
This inter-institutional collaboration network reduced costs, times, and access barriers, strengthening local capacity and improving service for Quintana Roo families.
With these actions, IMOVEQROO consolidates in 2025 a closer, more efficient, and secure license issuance model, aligned with the principles of the New Agreement for the Well-being and Development of Quintana Roo, where mobility is understood as a right and public services are built with order, transparency, and closeness to the people.
