Foreigners Land Grab: Public Beach Takeover in Progreso!

In Progreso, Yucatan, there have been reports of public beaches being taken over by foreigners and local businesses. These parties have been securing concessions and permits to carry out projects in federal areas, thus limiting the free access of local residents.

In Chelem, a municipal official issued a land use permit for a structure to be built on 13th Street, between 16th and 18th, directly over the federal coastal zone. The property, occupied by foreigners and seemingly used as a lodging center, has sparked outrage among local residents. They discovered the illicit activity when workers began digging to erect a perimeter fence, which blocked beach access.

The permit was allegedly granted by Luis Alberto Castro Naal, who has a reputation for issuing numerous similar permits. These permits have enabled foreigners and local businesses to unlawfully privatize public beaches. This has resulted in the exclusion of Progreso locals and fishermen, who traditionally use these areas for boat parking and equipment storage after fishing – practices deeply ingrained in local culture.

The federal government, which is in charge of managing federal maritime zones, has come under fire for its apparent involvement in these activities. This has allowed unprincipled investors to exploit valuable community resources. In light of these events, the communities of Progreso, Chelem, and Chuburná are calling for immediate action to safeguard their beaches and public spaces.
