Cozumel Fights Fourth Cruise Pier in Historic Forum

Cozumel, Mexico — Hundreds of residents, organizations, and activists joined Senator Gino Segura in the first informational forum titled “The People Decide,” formalizing a legal and civic strategy to demand the cancellation of the proposed “Fourth Pier” project in Cozumel. The collective dossier will be submitted to Mexico’s Secretariat of Environment and Natural Resources (SEMARNAT) as part of an official review process initiated on June 19.

A Unified Opposition

The forum, convened by Senator Segura, featured technical, social, and environmental arguments against the cruise ship pier expansion, alongside testimonies from residents. Attendees filled out a Citizen Letter to document their opposition and signed legal petitions supporting the administrative review request.

“This forum doesn’t start from zero. It builds on years of work by Cozumel’s people. Today, we have a real opportunity, and we’re here to strengthen it through participation and legality,” organizers stated during the event.

Senator Segura emphasized that the initiative supports a preexisting grassroots movement: “If the Fourth Pier is canceled, it will be the people’s victory—and theirs alone. We’re here to add our voice and recognize those who’ve led this fight for years.”

The forum marked the beginning of a series of meetings to bolster the legal case and advocate for an alternative tourism model prioritizing environmental protection, social justice, and local benefits. The next session is scheduled for July 6, focusing on defending Cozumel’s reefs, public beach access, and community life.

The event underscored widespread resistance to the project, with organizers pledging continued mobilization until SEMARNAT issues a final decision.
