Playa del Carmen, Mexico — Work is advancing on the development of the new Municipal Traffic Regulations, following an initial review of the project by the United Commissions of the City Council.
The sixth council member and president of the Municipal Commission on Mobility, Javier Santos Morales, reported that they met with Enrique Martínez, the legal representative of the Quintana Roo Institute of Mobility (IMOVEQROO). The objective was to review whether this organization is considering presenting any initiative before the State Congress, in order to harmonize provisions and prevent them from conflicting with the regulations being prepared by the City Council.
Santos Morales explained that during the meeting, topics that "are a pain for Playa del Carmen" were addressed, such as the operation of tow trucks and the updating of the regulations, which he acknowledged "is already obsolete" and requires a comprehensive review.
"The truth is that this issue of transportation and mobility needs modern regulation. We want the new regulations to contemplate mandatory insurance for micromobility vehicles and a formal registry for them," stated the council member.
The project proposes establishing the mandatory requirement for insurance on micromobility vehicles—such as bicycles and electric scooters—that covers damages to third parties. This would grant them legal recognition and clearly define their rights and obligations.
Furthermore, the creation of a municipal registry for these modes of transport is planned, with the aim of improving traffic order and guaranteeing the safety of pedestrians and drivers.
The council member emphasized that the work is not limited to the governmental sphere, as representatives from associated sectors are also participating, including collectives of cyclists, motorcyclists, and persons with disabilities. The purpose is to ensure the new regulations are inclusive and functional for the entire population.
