Cozumel Officials Push for Regulation of Vacation Rentals on Digital Platforms

Cozumel, Quintana Roo — Cozumel officials are moving forward with plans to regulate short-term vacation rentals offered through digital platforms like Airbnb, aiming to create a level playing field with traditional hotels.

During the fourth tourism working group meeting for Quintana Roo, Cozumel Tourism Director Elias Farah Cen said participants agreed that new housing developments must designate specific areas for vacation rentals. The proposed regulatory framework would require these units to meet the same safety and operational standards as hotels.

Farah acknowledged that vacation rentals already operate in residential zones, but stressed that new social housing developments should not include spaces for short-term rentals, as this drives up speculation and prices out potential homebuyers.

Cozumel has about 4,000 hotel rooms and an estimated 800 to 950 vacation rental units, which Farah described as unfair competition because they do not bear the maintenance costs of hotels.

The proposed regulations would require vacation rental operators to obtain civil protection clearance, pay for garbage collection, and secure a business license. Farah noted that similar rules apply in most countries and would ensure better service for tourists while putting small hotels on equal footing.

He concluded that housing speculators and vacation rental operators are making it harder for families to afford social-interest homes, underscoring the need for the new regulatory framework.
