CAPA Seizes Homes Over Unpaid Water Bills in Quintana Roo

Chetumal — Residents of the rural community of Luis Echeverría in southern Quintana Roo have expressed their discontent with the Directorate for the Recovery of Fiscal Debts (DRAEF), an agency dependent on the State Commission of Potable Water and Sewerage (CAPA), after personnel from this department attempted to place closure and seizure seals on several homes over alleged accumulated debts.

Debts Exceed 230,000 Pesos, Deemed "Impossible to Pay" by Residents

According to the residents, the amount claimed by the state agency exceeds 230,000 pesos, a sum they consider "impossible to cover" due to the community's precarious economic conditions and the lack of a regular potable water service in recent years.

The complainants indicated that, despite having repeatedly requested a technical and administrative review of the charges, they have not received a formal response from CAPA. On the contrary, they asserted that the presence of DRAEF personnel in the community to issue notifications and place seals created an atmosphere of tension and annoyance among the affected families.

Complainants Allege CAPA is Charging for a Service Not Provided

"They want to charge us for a service that does not arrive. Here, water only runs a few days a month, and we often have to buy water from tanker trucks to supply ourselves. It is not fair that they now want to seize our property for something we do not receive," expressed one of the neighbors during the protest.

The residents are demanding the immediate suspension of the seizure procedures and the opening of a dialogue table with representatives of the state government.

Municipal Government to Seek Intervention from State Secretariat of Government

For their part, municipal authorities reported that they will seek the intervention of the Secretariat of Government to mediate between the neighbors and the agency, with the goal of preventing the conflict from escalating and ensuring a transparent review of the claimed debts.

Meanwhile, the residents of Luis Echeverría reiterated their willingness to regularize their situation provided the charges are adjusted to reflect the reality of the service they receive. "We want to pay what is fair, but we cannot accept abuses," they stated.
