Cancún, Quintana Roo — In response to persistent reports of vehicle thefts and damages in private parking facilities, the Quintana Roo Congress is analyzing a reform to the state's Mobility Law that would obligate these businesses to assume responsibility for incidents occurring on their premises.
So far this year, 886 vehicle thefts have been registered in the state, including 649 motorcycles and 283 automobiles. Of these, between 15 and 20 cases per month occurred in the parking lots of commercial plazas.
Proposed Legal Changes
The proposal stipulates that administrators of these spaces who charge for the service must contract civil liability insurance or post bonds, guarantee adequate security measures, and respond directly for damages or thefts in cases of non-compliance.
The anticipated changes would affect Articles 5 and 171 of the Mobility Law. The objective is to eliminate the simulation in the charging of services and provide greater protection to users, thereby strengthening confidence in the security of parking lots throughout Quintana Roo.
