PUERTO MORELOS — In Puerto Morelos, "the continuation of the transformation is more alive than ever, with the support of all, girls and boys, young people, men, older adults, people with disabilities, indigenous and Afro-Mexican peoples, the LGBTTTIQ+ community, but above all from women, who are demonstrating what we are capable of despite having been relegated for many years, and today we are building the future," stated Municipal President Blanca Merari Tziu Muñoz upon delivering her First Annual Report of the 2024-2027 administration.
Before Governor Mara Lezama Espinosa, the president of the Judicial Discipline Tribunal of the Supreme Court of Justice (TSJ), Elizabeth Moreno Rejón, and Deputy Renán Sánchez Tajonar, president of the Governing Board and Political Coordination of the XVIII Legislature, to whom she delivered a copy of the report, she stated that the country's first female president, Claudia Sheinbaum Pardo, and the state's first female chief executive are proof that the cultural inertia that relegated women is being left behind. The report was delivered before the City Council, invited guests, and citizens of Puerto Morelos.
In her report, the reading of which took one hour in the dome of the Zetina Gasca neighborhood, declared the official venue for the Third Solemn Session of the City Council, she detailed her government's achievements in five chapters, one for each axis of the Municipal Development Plan (PMD): Your Safety First, Well-being and Social Justice for the People, Opportunities for All, Green Agenda, and Government Close to the People.
She also explained that, out of 55 priority commitments, 15 were fulfilled in the first year, constituting her "Palabra Cumplida" or "Word Fulfilled."
Before an enthusiastic audience, which followed the reading of the report attentively, she affirmed that under Axis 1 of the PMD, the salary increase for municipal police officers and the delivery of 50 body cameras to bring transparency to their actions, along with efforts to professionalize the Civil Protection area, constitute a Word Fulfilled.
In Axis 2, the Word Fulfilled included the creation of the Directorate of Health Services, Care for People with Disabilities and Comprehensive Childhood Development, headed by a person with a disability, and the inauguration of the new "Mtra. Maura Cordero Silva" Home for the Elderly; the "Violeta Strategy" to protect women, girls, and adolescents from violence; and the delivery of two new patrol vehicles to the GEAVIG (Specialized Group for Attention to Gender Violence).
In Axis 3, she mentioned the renewed municipal website to contribute to transparency; in Axis 4, she highlighted the work on the Fishermen's Pier, the purchase and placement of 360 ecological waste bins and 50 containers, in addition to the "Chuleando tu Colonia" (Sprucing Up Your Neighborhood) program, where public servants go out into the streets to perform cleaning and urban beautification tasks; and in Axis 5, the creation of the Itinerant City Council, which holds sessions outside the City Hall facilities, and the new General Directorate for Attention to Indigenous and Afro-Mexican Peoples.
Furthermore, she highlighted that this year's investment in public works, which amounts to 65 million 715 thousand pesos, is historic and unprecedented in Puerto Morelos. She emphasized the rehabilitation of the Fishermen's Pier, with 6 million 700 thousand pesos from the Environmental Sanitation Right Administration Trust (Fideicomiso de Administración del Derecho de Saneamiento Ambiental – DSA).
She recalled that this long-awaited project was inaugurated last March at an event attended by the Governor, and she thanked the support of the Cancun, Puerto Morelos, and Isla Mujeres Hotel Association, which approved allocating DSA resources for this and other projects. "It was a commitment, and its execution constitutes a Word Fulfilled," she expressed.
The 2025 Works Program included nearly 28,000 square meters of paving, pothole patching, and street reconstruction in the municipal seat and Leona Vicario, the drilling and maintenance of absorption wells, the construction of sidewalks, and the outfitting of recreational parks.
Blanca Merari also highlighted that Puerto Morelos is a municipality with healthy finances, no public debt, and no economic dependence on resources from the Federation. She emphasized that financial discipline and the transparent management of resources stimulated revenue collection, which has reported sustained growth over the last four fiscal years, rising from 545.7 million pesos to an estimated 850 million by the close of the current year, representing a cumulative increase of over 60%.
"Compared to other municipalities in the State and even the country, Puerto Morelos shows low dependence on federal revenue sharing and contributions, ranking 5th in the generation of its own revenue in Quintana Roo and 8th in dependence on resources from the Federation," she noted.
According to the Municipal President, advances in Citizen Security include the provision of technology and equipment. "In Leona Vicario, we installed 18 surveillance cameras at four strategic points to reinforce security, maintain permanent monitoring, and act more quickly in emergencies or risky situations," she stated.
In the chapter "Opportunities for All," she detailed efforts to strengthen the municipality's tourism potential through participation in tourism fairs and conventions. Furthermore, for the seventh consecutive year, Puerto Morelos is nominated as Mexico's Best Adventure Destination 2025 in the World Travel Awards, and the Blue Flag certification was renewed for Sol Beach and Ventana al Mar Beach, confirming the commitment to sustainability, safety, water quality, and services.
"Today I reaffirm my commitment to continue writing this story of successes, the story for which we are, together, Building the Future of Puerto Morelos," concluded Blanca Merari.
The ceremony was attended by the president of the state DIF system, Verónica Lezama Espinosa; the municipal presidents Ana Patricia Peralta de la Peña of Benito Juárez; Estefanía Mercado Asencio of Playa del Carmen; Erick Borges Yam of José María Morelos; Diego Castañón Trejo of Tulum; and José Alfredo Contreras Méndez of Bacalar; and local deputies María José Osorio Rosas, Alexa Murguía Trujillo, María Jimena Pamela Lassa, and Alberto Batún.
Also in attendance were federal deputy Juan Carrillo Soberanis; former governor Félix González Canto; Leonel Medina Mendoza, who was president of the Municipal Council; Pedro Pablo Elizondo Cárdenas, Bishop of the Cancun-Chetumal Diocese; and radio businessman Gastón Alegre López.
Additionally, Adrián Martínez Ortega, head of the Executive Secretariat of the State Public Security System; union leaders Martín de la Cruz of the CROC and Pascual de la Cruz of the CTC, as well as representatives of the Secretary of National Defense (Sedena), the National Guard, and the Secretary of the Navy (Semar) were present.
