Mexico Updates National Symbols Rules

Mexico City — The government of President Claudia Sheinbaum Pardo has enacted new regulations governing the use of Mexico’s national symbols. The decree, published in the Official Gazette of the Federation on September 9, 2025, entered into force the following day, September 10, 2025. Its stated primary objective is to strengthen respect for and veneration of the national symbols, which are defined as fundamental elements of national identity and sovereignty.

The new Regulations of the Law on the Coat of Arms, Flag, and National Anthem of Mexico are declared to be of public order and social interest. They are applicable throughout the national territory and at all of Mexico’s international representations.

Key Definitions and Central Authority

The published regulation introduces specific definitions essential for its application. An "accessory" is defined as any object that reproduces the national symbols for commercial purposes. "Incineration" is defined as the controlled burning of a damaged flag.

The Ministry of the Interior (SEGOB) is designated as the central authority responsible for enforcing the new regulations. Its duties will include promoting respect for and dissemination of the national symbols, as well as processing authorizations for their use and reproduction.

Role of the Ministry of Public Education

The Ministry of Public Education (SEP) is assigned a crucial role in the civic education aspect of the new rules. The SEP will be responsible for incorporating teachings about the origin and meaning of the national symbols into the national curriculum. Furthermore, it will promote the singing of the National Anthem in Spanish and in indigenous languages, though any such translations require prior authorization from the Ministry of the Interior (SEGOB). This educational approach is intended to instill respect for and understanding of the symbols from an early age.

Regulation of the National Coat of Arms

The use and reproduction of the National Coat of Arms will now require explicit authorization from the Ministry of the Interior (SEGOB). Such authorization will be granted provided the use contributes to the respect of the symbol. All reproductions must adhere to the precise design characteristics established by law. The use of the coat of arms in contexts of violence is expressly prohibited. This measure is designed to ensure the coat of arms is used in a dignified and respectful manner, thereby reinforcing its value as a symbol of national identity.

Rules for the National Flag

The National Flag may be reproduced and used as a symbol of identity without restrictions beyond those now established by law. The Ministry of the Interior (SEGOB) will authorize its use if it is deemed to contribute to its respect. Formal honors to the flag must be carried out solemnly and require an escort of six people. Any commercial reproduction must respect the flag's official characteristics, and its use in violent contexts is prohibited.
