Vest Law in Quintana Roo: Implementation Delayed

CANCÚN, Q. ROO — The so-called "Vest Law," which mandates that motorcyclists wear a certified helmet and a reflective vest with their license plate number printed on it, will be implemented. This was confirmed by the Secretary of Government of Quintana Roo, Cristina Torres Gómez, who clarified that the regulation is already in effect, although it has not yet been put into practice.

She explained that the reason it has not been applied until now is that the tender to acquire the safety equipment contemplated by the law was declared void. However, the process will be resumed at the beginning of 2026, when the mechanisms for the free distribution of the vests, as established by the legislation, will be defined.

"Remember that progress was made in the tender, but it was declared void due to the safety features we were requesting, and surely what the law stipulates is that this year it is paused and we have to look at it next year to launch the call for tenders," Torres Gómez stated.

She referred to the fact that the law is in force, but what is needed to comply with the norm that determined the vests be free is to see the mechanism for the security features on these articles.

"We will see where we can establish it, which is what is being analyzed, but it is going to happen, the law is in force," she added.

She recalled that the main objective of this regulation is to strengthen road safety and reduce crimes committed with motorcycles, as official statistics indicate that 80 percent of intentional homicides in the state have been related to this type of vehicle.

She detailed that one of the main challenges has been the definition of the law's regulations, as a technological solution is required that allows for the clear identification of motorcyclists through the video surveillance cameras installed throughout the state.

"We need security mechanisms whose computer language is compatible with the cameras in terms of technology, not legal, that is precisely why we are working on it and why we have not been able to finalize the regulations; we need to find a way to apply it," the official concluded.
