Quintana Roo, Mexico — Ari Adler Brotman, Director of the Institute for Development and Financing of Quintana Roo (Idefin), confirmed that cruise operator Royal Caribbean will construct two major tourism projects in the state of Quintana Roo, with an estimated investment of $1 billion. The developments, located in Mahahual and Cozumel, are expected to significantly boost the region’s economy and employment opportunities.
"Perfect Day México" in Mahahual: A Landmark Destination
The most ambitious project, Perfect Day México, will be built in Mahahual and is positioned as an innovative destination for Caribbean cruise passengers, offering a unique experience in Latin America. The development is projected to generate 2,000 direct jobs and over 4,000 positions during construction.
Adler emphasized the transformative impact of the project, stating, “This will be a turning point for Mahahual. It includes a residential development for 2,500 families, a training center with certifications to elevate service standards across the region, and comprehensive improvements in urban infrastructure, security, and community spaces.”
The plan also involves collaboration with educational institutions such as the University of Quintana Roo to professionalize staff, ensuring they meet international service standards—even beyond the cruise sector. Additional investments are being considered for streets, security, community centers, and the potential establishment of a search-and-rescue base in coordination with the Mexican Navy and local authorities.
Cozumel’s "Royal Beach Club" to Open to Public
In Cozumel, Royal Caribbean will develop Royal Beach Club, a beachfront facility accessible to both cruise passengers and the general public. The project aims to stimulate local commerce by encouraging visitors to engage with nearby businesses before or after their visit.
Timeline and Broader Economic Impact
The proposed opening dates are late 2026 for the Cozumel beach club and before the end of the current state administration for Perfect Day México in Mahahual, as agreed between Royal Caribbean and the Quintana Roo government.
Adler underscored the project’s community-focused approach, stating, “This investment seeks to integrate harmoniously with the community and contribute to its development.”
Royal Caribbean’s Expansion in Costa Maya
The announcement follows Royal Caribbean’s recent acquisition of the Puerto Costa Maya cruise port. The U.S.-based company received approval from Mexican authorities to purchase the facility from Promociones Turísticas Mahahual (PTM), owned by businessman Isaac Hamui, for $221.3 million. The deal includes the port and 34 adjacent properties.
The developments mark a significant step in Royal Caribbean’s expansion in the region, reinforcing Quintana Roo’s position as a leading tourism destination in the Caribbean.
