Quintana Roo Nautical Sector Warns 30% of El Meco Reef Operators Lack Required Documentation

Cancún, Quintana Roo — The nautical sector in Quintana Roo has warned that approximately 30% of its members operating in the El Meco reef area lack the required documentation from port authorities, a situation that could lead to restrictions on access to port infrastructure and permitted maritime areas.

Ricardo Muleiro López, director of the Quintana Roo Nautical Association (ANQR), announced that the group has notified members to regularize their status by March 31. The association has 81 affiliated companies, with about 60 using the El Meco port facility. Between 120 and 140 vessels operate daily in the area, most with proper documentation.

The director noted a second deadline of June 30, by which vessels must have nautical tourism permits with intermediate stops at El Meco reef. Port authorities and the Mexican Navy require compliance with these conditions because the association holds formal authorization for use of the maritime area.

Regarding the State Tourism Registry (Retur-Q), the sector has made gradual progress, though some service providers from Puerto Juárez and Isla Mujeres consider the requirements excessive, arguing they already have federal permits.

The required documentation includes accreditation of legal status, registration as a shipowner, certificate of registration, and valid safety certificate. Safety certificates must be renewed annually, while shipowner registration and vessel registration are processed once unless changes occur to the vessel.

According to association studies, the problem affects multiple locations in Quintana Roo, with the highest incidence in the nautical industry operating in Benito Juárez municipality. Authorities’ intervention is considered vital to maintain proper competition and ensure tourist safety.

Business owners expressed hope that the information they provide will be used appropriately to enforce regulations correctly, noting this marks the first time concrete actions have been announced to curb these irregular practices.

The Reef

El Meco reef is an underwater museum located opposite the archaeological site of the same name, specifically between Puerto Juárez and Isla Mujeres. The area measures 200 meters wide by 800 meters long with a depth of 4 meters. Its shallow depth provides good visibility of sculptures, making it ideal for snorkeling. The habitat hosts over 500 species including fish, mollusks, crustaceans, and corals.
