Chetumal, Quintana Roo — Governor Mara Lezama Espinosa led the installation of the First Ordinary Session of the Committee for Strategic Planning for Sustainable Development (Copladest) 2025 and presented the Strategic Plan for Sustainable Development 2025-2050, considered the first long-term planning instrument in the history of Quintana Roo.
The meeting took place at the Fiesta Inn hotel in Chetumal, with the participation of state and municipal authorities, academic representatives, productive sectors, and social organizations.
A Binding Plan for the Three Branches and Municipalities
The Strategic Plan was prepared in accordance with the new Planning Law and will be binding for the three branches of the state, the municipalities, and all entities that exercise public resources.
According to the governor, this instrument will allow for continuity in public policies and guide government decisions over the next 25 years under sustainable development criteria.
Built with Broad Citizen Participation
More than 6,450 people participated in the process
Mara Lezama emphasized that the 2025-2050 Plan was built from technical diagnoses and a broad participatory process in which more than 6,450 people from the 11 municipalities participated. The consultation was conducted through workshops, forums, interviews, surveys, and citizen suggestion boxes.
The governor stressed that this work reinforces the participatory planning approach established in the Planning Law enacted in 2022.
Official Presentation of the Plan and Its Entry into Force
The document will be formally presented to the public on December 8 at Parque Quintana Roo in Chetumal. Following this, it will be sent for approval and publication in the Official State Gazette, thereby acquiring legal force.
Previous Progress: The 2024 Work Route
During the session, the process developed in 2024 was recalled:
- July 22: installation of Copladest and swearing-in of its members.
- August 28: presentation of progress and signing of agreements with the University of Quintana Roo, Unicaribe, the Maya Intercultural University, and Anáhuac University for the preparation of baseline diagnoses.
These activities were carried out at the National Library of the Chronicle in Cancún.
A Roadmap for Quintana Roo’s Future
The Strategic Plan establishes a roadmap with goals in:
- Social well-being
- Economic growth
- Infrastructure
- Security
- Sustainability
- Institutional strengthening
It includes mechanisms for periodic evaluation to ensure its implementation and continuity.
Institutional and Social Participation in the Session
The session was attended by Magistrate Heyden Cebada Rivas, president of the Superior Court of Justice; Deputy Saulo Aguilar Bernés of the XVIII Legislature; Othón P. Blanco Municipal President Yensunni Martínez Hernández; representatives of indigenous and Afro-Mexican communities; members of the state cabinet; municipal presidents; business chambers; colleges and universities.
