Quintana Roo, Mexico — The collection of the Visitax fee in Quintana Roo remains without a clear definition heading into 2026 and without an agreement with the hotel sector.

This fee was created during the pandemic and is charged to foreign visitors who enter the state—except those entering through the southern border—for the use or exploitation of public domain real estate in the entity.

The state Secretary of Tourism, Bernardo Cueto Riestra, said the state government continues to evaluate alternatives to strengthen collection without affecting the visitor experience or the competitiveness of tourist destinations.

He explained that working groups are maintained between the Secretariat of Tourism and the Secretariat of Finance and Planning (Sefiplan), with the objective of designing a more efficient and functional collection scheme, after collection levels have not reached what was projected since the creation of Visitax in 2021.

The definition must guarantee that the resources are reflected in tangible benefits for the sector, such as infrastructure, promotion, and services.

The lack of a consolidated model occurs amid disagreement with hoteliers, who rejected the state government’s proposal for establishments to act as withholding agents for Visitax, considering that it is not their responsibility to perform fiscal functions and that the measure could generate conflicts with tourists.

Given this position, the government decided to rethink the strategy and reopen dialogue, without there being a consensus so far on the mechanism that will be applied.

The Visitax is collected mainly through the Cancún International Airport, as well as through digital platforms enabled by the state government.
