Playa del Carmen Advances Children’s Rights with SIPINNA Session

First ordinary session of SIPINNA Playa del Carmen

Playa del Carmen, MX. — With the objective of complying with municipal regulations and strengthening actions aimed at guaranteeing the rights of girls, boys, and adolescents, the First Ordinary Session of SIPINNA Playa del Carmen was held today.

In this framework, the Secretary General of the City Council, Luis Herrera Quiam, reaffirmed the commitment of the government led by Municipal President Estefanía Mercado to creating humanist, inclusive public policies oriented toward guaranteeing the well-being of girls, boys, and adolescents in Playa del Carmen.

Meanwhile, the Executive Secretary of the Comprehensive Protection System for Girls, Boys, and Adolescents (SIPINNA), Yamile Domínguez, presented the activity report corresponding to the periods from October to December 2024 and from January to September 2025, detailing actions, programs, and results oriented toward the comprehensive development of childhood and adolescence in the municipality.

In the same session, the swearing-in of the new members of the System took place, who join the institutional work to strengthen the protection of this sector of society.

Those who took the oath were:

  • Carlos Alberto Montesinos García, Municipal Secretary of Citizen Security.
  • Yunue Suhey Canché Blanco, Coordinator of the Specialized Prosecutor’s Office for Crimes against Sexual Freedom and Free Development of Personality in the Riviera Maya, and in charge of the Specialized Prosecutor’s Office for Crimes against Women and for Gender Reasons.
  • Feliciano Teh Cen, Director of Education, Human Development, and Public Libraries.
  • Gilberto Gómez Martínez, Mayor of Puerto Aventuras.

One of the most significant moments of the session was the intervention of José Poot Balam, representing local childhood and adolescence, who expressed the importance of schools and public spaces promoting equal treatment and inclusive sports, allowing participation without discrimination based on gender, origin, or disability.

The session continued with the approval of the Municipal SIPINNA Organization and Operations Manual, a key document to improve institutional coordination and strengthen the functioning of the System.

Finally, the agreement for the integration of the SIPINNA Advisory Council was approved, an organization that will allow for expanded citizen participation and inter-institutional collaboration.

The First Ordinary Session was attended by municipal authorities, representatives of state agencies, educational authorities, the health sector, and permanent guests to SIPINNA.

With these actions, the Municipal Government of Playa del Carmen reaffirms its commitment to building a safe, participatory, and inclusive environment for girls, boys, and adolescents, strengthening a governance model that places their well-being at the center of the public agenda.
