Playa del Carmen Developer Proposes Seven-Tower Tourist-Residential Complex at Mamitas Beach

Playa del Carmen, Quintana Roo — A developer has submitted plans to build a major tourist-residential complex featuring a hotel and seven condominium towers on Playa Mamitas, a beachfront area that has long been a hub for local events and nightlife.

The project, named ZONNA, would include a 64-room hotel and 187 condominium units distributed across seven towers, each seven stories high. The development company, 28MAS SAPI SA DE CV, recently filed an Environmental Impact Statement with Mexico’s Secretariat of Environment and Natural Resources (Semarnat) to begin the approval process.

Municipal authorities had previously stated that no formal development applications had been submitted for this site, which is located within the Federal Maritime-Terrestrial Zone on 28th Street North. The new filing initiates a review for a project with a proposed five-year construction period and a 99-year operational lifespan.

According to the submitted documents, the Playa del Carmen City Council authorized a change in land use for the property on March 31, 2025. That authorization set a maximum building height of seven stories and a maximum lot coverage of 0.65%, allowing for a net density of approximately 127.58 housing units per hectare.

The developer states the project would require a development area of 15,861 square meters, representing 72.74% of the total property area for the hotel and condominium buildings.

The filing asserts that the development would not be built over existing vegetation, as construction is planned for areas with existing structures or spaces lacking natural vegetation, which currently contain scattered coconut palms, beach shrubs, and grass.

The site is currently occupied by the Mamitas Beach Club, a venue known for hosting the Riviera Maya International Jazz Festival for many years and which has been the subject of controversy on several occasions.
