Playa del Carmen, Mexico — The Solidaridad City Council has approved a budget reallocation exceeding 423 million pesos to strengthen urban and social infrastructure, public health, and safety, alongside new inclusion policies and reforms to the state constitutional framework.
Budget Reallocation for Key Projects
During an ordinary session, the municipal government, led by Mayor Estefanía Mercado, unanimously approved the third modification to the 2025 Annual Operating Program (POA). The adjustment aims to efficiently manage municipal and federal resources, directing funds toward infrastructure, social programs, public safety, and essential services.
The approved financial restructuring incorporates three funding sources:
- 226.2 million pesos from the Municipal Strengthening Fund (Fortamun)
- 46.5 million pesos from the Municipal Social Infrastructure Fund (Faismun)
- 150.9 million pesos from the City Council’s own fiscal revenues
These resources will support 22 priority projects, including urban improvements, public health initiatives, and flood mitigation efforts.
Strategic Infrastructure and Social Investments
Key projects outlined in the reallocation include:
- Rehabilitation of the Colosio Health Center
- Upgrades to the "El Petén" Childcare Center
- Construction and maintenance of absorption wells to prevent flooding during the rainy season
- Repaving of the Arco Vial roadway
- Urbanization works on 115th Avenue, streets in the ISSSTE zone, and the Puerto Aventuras delegation
- Renovation of the second park in Villas del Sol
- Improvements to the municipal women’s shelter
Constitutional Reforms and Social Inclusion Measures
During the same session, the Council approved a draft decree to reform the third paragraph of Article 31 and add seventh and eighth paragraphs to Article 13 of the Quintana Roo State Constitution. The amendments aim to align state law with evolving social, legal, and human rights standards.
Additionally, fiscal subsidies were approved for specific population groups, including:
- Support for collective weddings in June
- Waived fees for gender identity recognition procedures for the LGBTTTIQA+ community
Municipal Development Planning
The Council also authorized the development of sectoral, special, and institutional programs under the 2024–2027 Municipal Development Plan. This process emphasizes citizen participation and results-oriented governance.
Mayor Estefanía Mercado emphasized that these measures reflect her administration’s commitment to building a "more just, prosperous, and humane municipality," ensuring public resources translate into tangible benefits for residents.
Additional Initiatives
In general matters, council members presented proposals focused on social inclusion, environmental protection, international relations, and improving municipal services.
The session underscored the city’s dedication to equitable development and responsive governance.
