New fee proposed for Cancún Hotel Zone properties

CANCÚN. A new financing scheme for public works in the Hotel Zone is under study by the XVIII Legislature, where a proposal was presented to create the “improvement contribution for Priority Zones of Sustainable Tourism Management,” a charge directed at property owners and holders who benefit from state interventions.

The initiative, which is part of the Finance Law for the upcoming year still under review in state congressional committees, anticipates that the measure will take effect on January 1, 2026.

“It is about those who obtain a patrimonial benefit from a public work contributing proportionally to its cost,” states the document, which establishes the calculation based on the cadastral, banking, acquisition, or last declared value, applying the corresponding rate according to the range in which each property is located.

The project indicates that payment must be made in a single installment, within the first three months following the publication of the Specific Agreement that defines the zone, the total cost of the work, the contribution ranges, the execution period, and the technical characteristics of the works.

The collected resources will be transferred to the Trust for the Strengthening of Tourism Activity in Quintana Roo (Foatqroo) and may only be used to cover expenses derived from works executed in the priority zone.

If income exceeds the total projected amount, the surpluses must be applied to complementary works within the same area; if they are insufficient, the State may contribute the difference in the following fiscal year.

The proposal arises after Fonatur, a federal government agency, stopped providing maintenance service in the Hotel Zone, a responsibility now assumed by the State Government through Foatqroo.

The federal government had committed to transferring to the state government the resources that Fonatur used for the maintenance of the Hotel Zone.

However, not only the Hotel Zone of Cancún was under Fonatur’s charge, but also the Fonatur Marina in Cozumel.
