Mara Lezama Tops Mexico Governor Approval Rankings

Mexico City, December 15. Quintana Roo Governor Mara Lezama positioned herself as the state executive with the highest citizen approval in the country in November 2025, reaching 57.0%, according to the most recent Mitofsky Ranking of Mexico’s governors, prepared for El Economista.

Her leadership comes in a context of widespread wear among state executives, whose national average approval declined again.

National Average Falls for Second Consecutive Month

The study reveals that the national average approval of 31 governors and the Head of Government of Mexico City was 49.8%, representing a decrease of 0.3 points compared to October, when it stood at 50.1%. This marks the second consecutive monthly decline in citizen perception toward state governments.

Despite this decline, Mara Lezama not only maintained first place but showed stability in her social support, with minimal variation compared to the previous month. In the overall ranking, 20 executives achieved a high evaluation, placing in a range of 50 to 60% approval.

Top Performers in the Ranking

In second place was San Luis Potosí Governor Ricardo Gallardo, who recorded one of the most relevant increases of the month, rising from 54.5% to 55.8%. He was followed by Pablo Lemus of Jalisco with 55.2%; Manolo Jiménez of Coahuila with 55.1%; and Tere Jiménez of Aguascalientes with 54.8%.

According to the measurement, 13 executives registered a decrease in their rating, while 18 documented an increase and one remained unchanged. In the medium category, grouping those who obtained between 40 and 49% approval, 10 governors were placed.

At the lower end of the ranking, citizen approval was rated as low for Rocío Nahle, Governor of Veracruz, with 39.4%, and for Javier May, executive of Tabasco, with 39.3%, the two lowest levels in the country in the November measurement.

The survey was conducted among 134,534 Mexicans over 18 years old, users of smart mobile devices with internet access, as part of the monthly measurement by Consulta Mitofsky for El Economista.
