Quintana Roo Mobility Institute Faces Forgery Allegations

Chetumal — The Institute of Mobility of Quintana Roo (IMOVEQROO) is experiencing one of its most critical moments since its creation, after its head, Rafael Hernández Kotasek, was publicly accused of leading—or at least allowing—an alleged network of taxi concession forgery using the signature of former governor Roberto Borge Angulo, who has been imprisoned since 2017 for corruption crimes. The accusation, made by a citizen during an official hearing, has reignited suspicions about old practices that the transportation sector believed were overcome, according to local media.

The allegation reportedly occurred on October 7 in the State Congress, when Iván López denounced during a public broadcast that IMOVEQROO would be “manipulating union registries” to introduce concessions supposedly issued in September 2016, weeks before Borge’s fall. These concessions, he stated, are being printed from the Tulum Delegation, headed by Enrique Pérez, and could total around 300 permits ready to operate despite having a questionable origin.

The complaint has sparked concern among legislators, taxi drivers, and mobility experts, who are demanding that the State Comptroller’s Office and the Public Prosecutor’s Office open an immediate investigation into the possibility that official documents are being reproduced with forged signatures. If confirmed, this would constitute a serious crime that would call into question not only Kotasek’s administration but also the integrity of the entire concession system in Quintana Roo.

Critics of the director recall that Hernández Kotasek does not come to this episode with clean hands, as in Yucatán he already faced accusations of opacity and confrontations with transportation businessmen. Now, in Quintana Roo, the shadows of corruption have caught up with him again, while IMOVEQROO tries to contain another storm in a sector historically marked by political interests and parallel economies.
