Hoteliers Await Visitax Decision Amid Tourism Uncertainty

The Mexican Caribbean Hotel Council will meet today with Governor Mara Lezama to define the actions to be implemented regarding the collection of Visitax starting in 2026.

This is part of increased revenue collection. Hoteliers in Quintana Roo have held meetings with authorities from the State Government, and the results have been good, but now everything is in the hands of the decisions made by the authorities.

Through a statement issued by the Hotel Council, they announced that they were called to a meeting today, in which they are, in a way, uncertain, although they hope the decision will be in favor of the sector.

What is known so far is that no modifications have been made to the original Revenue Law proposal sent by Governor Mara Lezama to the state Congress, so it will likely be approved without changes, meaning it would maintain the obligation for the hotel sector to withhold collection from foreign tourists, a fee that began to be paid since 2021.

The collection amount was then 224 Mexican pesos, equivalent to approximately 10 dollars, but in 2025 it is already 284 pesos, due to the update in the Unit of Measurement and Update (UMA).

Its collection was implemented through the portal of the same name “Visitax,” which allows collection from the moment a vacation package is booked, during tourists’ stay, or when leaving the state; it is mandatory for all foreign visitors, except those under 15 years old.

However, most of the collection is through modules at Cancún Airport. The hotel sector considers making them responsible for this collection “does not strengthen revenue collection, on the contrary, it undermines competitiveness, erodes legal certainty for hotels, investors and workers and, above all, generates distrust among international visitors, directly threatening the state’s main economic engine.”
