The Playa Del Carmen Municipal Government, through its Integrated Family Development System (DIF), has launched the 2025 edition of “My First Right”, a campaign aimed at ensuring all children in the municipality possess official birth certificates. The initiative seeks to guarantee access to education, healthcare, and other fundamental rights by providing free identity documentation.
Streamlining Access to Legal Identity
The campaign will operate from April 15 to May 15, 2025, offering no-cost birth registrations for minors under 18 who lack this critical document. DIF President Ana Beatriz González Carranza emphasized the program’s importance, stating, “A birth certificate is the first step toward exercising citizenship. Without it, children face barriers to school enrollment, vaccinations, and social services.”
Municipal Civil Registry Director Laura Hernández detailed the logistics: mobile registration units will visit underserved neighborhoods, while permanent offices extend weekday hours to accommodate working families. Parents must present a government-issued ID and proof of residency, with late registrations requiring additional affidavits.
Addressing a Persistent Challenge
Data from Mexico’s National Statistics Institute (INEGI) indicates approximately 5% of Playa’s youth lack birth certificates, mirroring national trends where rural and marginalized communities are disproportionately affected. The 2024 campaign registered 1,200 children—a figure officials hope to surpass next year through expanded outreach.
Critics note bureaucratic hurdles persist, including complex requirements for older children. González Carranza acknowledged these challenges but affirmed DIF’s commitment to “removing obstacles one family at a time.” The agency will collaborate with schools and health centers to identify eligible minors.
A Foundation for Future Opportunities
The campaign aligns with Mexico’s broader efforts to eliminate “legal invisibility.” UNICEF studies show undocumented children are 30% less likely to complete primary education. “This isn’t just about paperwork,” stressed González Carranza. “It’s about unlocking doors these children didn’t even know were closed.”
