Playa del Carmen, Mexico — Carlos Montesinos García officially assumed the role of Secretary of Municipal Public Security for Solidaridad on Friday, pledging to strengthen security with a more humane and community-focused approach. The transition ceremony, led by Mayor Estefanía Mercado at the Civic Plaza of the municipal security headquarters, emphasized Montesinos’ commitment to restoring peace through firm action, zero tolerance for corruption, and a focus on human rights.

A New Direction for Public Safety

Montesinos declared, "Security is not built from behind a desk but through dialogue, on-the-ground presence, and real solutions." He stressed the importance of direct engagement with citizens, partnerships with schools, businesses, and civil society, and a particular emphasis on protecting youth. "We will not allow anyone to lead our young people down the wrong path," he warned.

Mayor Mercado, joined by state and federal officials including Attorney General Raciel López and Quintana Roo’s federal prosecutor Carlos Tovilla, praised Montesinos’ experience and clarified that the leadership change was strategic, not a response to crisis. "When things are going well, change is not a contradiction—it is responsibility," she stated.

The mayor also acknowledged outgoing Secretary Raúl Tassinari for his contributions to peacekeeping in the municipality. Tassinari will transition to new responsibilities in security and conflict resolution.

Record Investment in Security

Mayor Mercado highlighted that Solidaridad leads Mexico in per capita security investment, with 1.2 billion pesos allocated to bolstering law enforcement, technology, and territorial presence.

Montesinos vowed to root out corruption within the department, asserting, "Those who betray the uniform will have no place in this institution." He concluded with a message to residents feeling vulnerable: "You are not alone. We will reclaim our streets, parks, and community life."

The ceremony was attended by the municipal council, local and federal security representatives, and the full contingent of Municipal Police officers.
